The filibuster is a procedural rule unique to the US Senate that allows a minority of senators to delay or block a bill by continuing debate indefinitely. To end debate and move to a final vote, the Senate must invoke “cloture”, which needs three-fifths of the chamber, or 60 votes. What's Your Reaction?
